Finland’s Education and Culture Committee has endorsed government plans to restrict mobile phone use in schools, supporting legislation that would give teachers and principals stronger authority over digital devices during the school day.

Under the proposed changes, primary and secondary school pupils would generally not be allowed to use mobile phones during lessons unless permitted by the teacher for educational or health-related reasons.

The bill, which previously received support from Parliament’s Constitutional Law Committee, allows schools to set their own rules regarding phone use outside classroom hours, such as during lunch or breaks. These rules would be included in each school’s official code of conduct.

The education committee said clear communication of rules is necessary but emphasised that restricting phone use in classrooms is “essential” for maintaining learning environments.

It also called for further clarification in the bill to ensure mobile phones and other digital devices may still be used as part of teaching when appropriate.

The government said the proposed law aims to improve pupils’ concentration, reduce classroom distractions, and support teachers’ ability to maintain order.

If passed, the bill would formally extend schools’ powers to restrict phone use throughout the school day, making current informal practices enforceable under national law.

The legislation continues to move through the parliamentary process, with final approval expected later this year.
