				Finland partners with Philippines to recruit skilled workers

Finland and the Philippines have signed a joint declaration of intent to promote ethical labour mobility, marking a significant step in addressing Finland’s labour shortages while safeguarding the rights of Filipino workers. The agreement was formalised during a ceremony in Manila, attended by Finnish Minister of Economic Affairs Arto Satonen and Philippine Department of Migrant Workers Secretary Hans Leo Cacdac.

Finland is experiencing workforce shortages due to its ageing population. The country is looking to skilled professionals from the Philippines to fill roles in sectors such as healthcare, technology, and industry. According to Minister Satonen, Filipino workers have become invaluable contributors to Finland’s economy, particularly in healthcare and technology.

“Filipino workers contribute significantly to our workforce. We are committed to ensuring they receive equal rights and pay as their Finnish counterparts,” Satonen said.

As of 2023, around 12,770 Filipinos were employed in Finland, with demand expected to grow. The agreement aims to ensure transparent recruitment processes and provide workers with valid contracts and visas before their departure.

The joint declaration prioritises ethical recruitment to combat exploitation. Finnish authorities have partnered with Business Finland and other stakeholders to create a streamlined process. Filipino workers will also have opportunities for upskilling and family relocation.

Laura Lindeman, Director of Finland’s Work in Finland unit, highlighted the importance of the initiative. “We aim to assist on a national level to connect Filipino talent with reliable Finnish employers. Finland offers an equal society with excellent work-life balance and professional growth opportunities,” she said.

The City of Helsinki, represented by Mayor Juhana Vartiainen, reaffirmed its commitment to inclusivity and transparency in recruitment. “Helsinki provides comprehensive public services to help newcomers settle. Our healthcare sector particularly seeks talented professionals,” Vartiainen said.

The Finnish delegation, which visited Manila from January 16–18, also showcased Finland’s appeal as a destination for international professionals, offering a high quality of life and career development.

The agreement coincides with the 70th anniversary of diplomatic relations between Finland and the Philippines. Officials underscored the partnership’s mutual benefits, particularly as Finland continues to address its labour market challenges.

Finnish companies are keen to hire Filipino specialists, with the Work in Finland website listing nearly 900 job openings for English-speaking professionals. Filipinos seeking employment in Finland are encouraged to use the official platform to explore opportunities in technology, healthcare, and other sectors.
