				Finland to build TNT plant in Pori under €189 million defence contract

Defence Minister Antti Häkkänen has approved a long-term procurement contract for TNT high explosives to be supplied by Finnish company Forcit Pori Oy.

The agreement, authorised on Thursday, covers supply for the Finnish Defence Forces from 2028 through 2037. The total value of the deal, excluding tax, is €189 million.

Under the contract, Forcit Pori Oy will construct a new production facility in the city of Pori, located in the Satakunta region.

The plant is expected to directly employ 70 people and create additional jobs during the construction phase. The project will also generate indirect employment effects in the logistics and chemicals sectors.

The initiative is part of a wider effort to enhance Finland’s domestic capacity to produce military-grade explosives and reduce dependence on foreign supply chains.

“At the Ministry of Defence, we began work on establishing a TNT facility to ensure Finland’s security of supply,” said Häkkänen. “The Finnish-owned plant in Satakunta will allow us to maintain the ability to produce explosives for heavy ammunition independently. Once operational, it will support military readiness in Finland and Europe.”

The ministry has linked the procurement to broader plans aimed at improving the efficiency of domestic explosives production. According to the statement, the long-term volume of orders secured through this contract makes the factory’s construction commercially viable.

The plant is expected to serve as a key national asset in military logistics and will play a role in bolstering Finland’s preparedness in the face of evolving security threats.
