The Finnish government has unveiled a proposal for a mandatory citizenship test for applicants aged 18–64. The Interior Ministry released a draft report outlining the structure and content of the test, which would assess knowledge of Finnish society, values, and public safety.

The test would be digital, with multiple-choice and true-or-false questions.

Applicants would need to pay a fee to take it. The proposal suggests that exemptions could be granted for those unable to complete a digital test.

The test would cover topics such as fundamental rights, civic responsibilities, political and legal systems, history, geography, social customs, and digital skills. Questions on national defence and Finland’s conscription system would also be included.

A separate personal interview would assess the applicant’s understanding of Finnish values and national security concerns. Language skills in Finnish or Swedish could be tested either as part of the exam or through a separate assessment.
