HSL and VR plan overhaul of commuter train security model

VR and Helsinki Region Transport (HSL) have launched preparations to update the service model for commuter train operations. The aim is to enhance passenger safety by increasing the visibility of security staff on board.
The proposed changes would give greater priority to passenger security in the daily operation of HSL-area trains.
Though serious safety incidents remain rare, both organisations have noted a rise in disturbance reports. Even isolated events can impact customer satisfaction and deter train use.
Under a preliminary plan, passengers would encounter security personnel, such as stewards or guards, more frequently on trains, especially on routes and at stations where disturbances have been reported. The model would also improve the speed at which security teams can respond to incidents and update staff training to be more customer-oriented.
“Security and the sense of safety are foundational in public rail transport,” HSL and VR said in a joint statement. “This new model reflects our shared goal of improving the travel experience through increased onboard safety.”
The model would also bring commuter train and metro services into closer alignment in terms of security presence.
HSL currently orders conductor services for its commuter trains from VR, which operates the services and maintains the rolling stock. The rolling stock is owned by a separate company and provided to the operator for use.
If implemented, the reform may lead to changes in the number of conductors deployed across the network. Staffing levels for both security and train conductors will be reviewed as part of the update.
VR will begin formal change negotiations with staff employed in its commuter train operations. The discussions will determine the final form of the updated model and assess its impact on personnel. The new model would be introduced no earlier than summer 2026, following a long transition period.
The HSL board approved the start of joint preparations with VR on 8 April.
VR won the HSL commuter rail contract in 2020. The ten-year agreement runs until 2031. While VR operates the trains, HSL remains responsible for routes, timetables, and directing security services.
