Between 2021 and 2024, 31.4 percent of eligible voters in Finland cast a vote in all five elections held during the period, according to Sami Fredriksson, Senior Statistician at Statistics Finland.

These included the 2021 municipal elections, 2022 regional elections, 2023 parliamentary elections, and both the 2024 European Parliament and presidential elections.

In contrast, 16.0 percent of eligible voters did not vote in any of these elections. This was the second most common pattern, Fredriksson wrote in a blog post published on the Tieto&trendit website.

More than half of eligible voters, 52.6 percent, voted in one to four of the elections. As there are 30 different combinations of partial participation, no single pattern exceeded 10 percent.

Voter inactivity was least common among people aged 45 to 75, where the share of non-voters ranged between 11 and 13 percent. Full participation was most frequent among those aged 50 to 82.

Voting in all five elections was slightly more common among women than men. Men were also more likely to have abstained entirely.

“Voting activity is influenced by numerous factors that cannot be examined using register-based data. For instance, election fatigue or other individual-level influences on voting decisions are not captured in these data,” Fredriksson stated.

The data set included eligible voters for whom election day voting information was available in the electronic voting register for all five elections between 2021 and 2024. The total sample covered around 1.6 million individuals.
