				Finland plans to criminalise possession of jammers under new law

The Ministry of Transport and Communications has launched a public consultation on a draft proposal to outlaw the unauthorised possession of devices that interfere with radio communications, known as jammers.

The ministry said the changes would amend the Act on Electronic Communications Services. Feedback can be submitted until 29 October 2025 through the lausuntopalvelu.fi service.

At present, jammers are classed as radio transmitters, which are subject to licensing. The new proposal would introduce a distinct definition for jammers and create stricter rules. Unlawful possession would become a criminal offence, giving authorities stronger tools to block the import and circulation of such devices.

Radio communications play a central role in mobile networks and satellite-based systems such as GPS. The ministry noted that unauthorised jammers pose risks to both public safety and the reliability of communications infrastructure.

The proposal also clarifies exceptions. Authorities and other legitimate actors would retain the right to use jammers when performing official duties. Research institutions and product developers could be granted licences under certain conditions.

The inspection powers of the Finnish Transport and Communications Agency Traficom would also be revised.

The ministry intends to submit the bill to Parliament in spring 2026. If approved, the legislation would enter into force on 1 July 2026.
