Milan Jaff, a former rapper and gang figure convicted of multiple serious crimes, will be deported from Finland to Iraq after a decision by the Finnish Immigration Service (Migri). Iltalehti was the first to report on the matter.

Authorities have revoked his residence permit and cancelled his subsidiary protection status. He will also be banned from entering any Schengen country or European Union member state until further notice. The immigration service cited public security risks and the improved security situation in his home region of Iraq as grounds for the decision.

Migri concluded that Jaff does not qualify for international protection and that his continued presence poses a threat to public order.

Jaff has appealed the deportation decision to the Helsinki Administrative Court, which has not yet issued a ruling. If the court does not overturn Migri’s decision, the deportation may be enforced immediately.

Helsinki District Court has twice ruled to extend Jaff’s detention based on police requests. The court determined that there is a credible risk he might try to avoid removal.

Jaff first came to public attention as a leading figure in the so-called Kurdish Mafia street gang. His legal record includes convictions for attempted murder, aggravated robbery, and rape.

In 2022, Helsinki District Court sentenced him to 10 years in prison for attempted murder and related offences linked to organised street crime. In 2023, the Court of Appeal reduced that sentence to six years and two months.

In a separate case, he was found guilty of raping an adult woman and initially convicted of aggravated rape of a minor. The Court of Appeal later overturned the latter conviction but upheld the former. He was sentenced to two years and eight months for the rape case. These sentences were considered in light of prior convictions, which affected the final term.

Despite his criminal record, Jaff completed his prison sentence. Finnish police moved swiftly to detain him upon his release to prevent him from absconding before the deportation case concludes.
