Russian mobile operator Beeline has opened a telecommunications data centre in Helsinki, according to a report by Iltalehti.
The facility is intended to increase data transfer speeds and improve access to services, including messaging platform Telegram. The Finnish Transport and Communications Agency’s Cybersecurity Centre said it is monitoring the development.
The data centre is designated as an internet exchange point, or IXP, which are typically small in Finland. Such facilities serve as hubs for internet traffic, allowing data to be exchanged between networks more efficiently.
Beeline’s parent company, Vimpelcom, is among Russia’s 20 most valuable publicly traded companies.
Western governments have imposed extensive sanctions on Russia’s technology and telecommunications sectors since the country’s invasion of Ukraine in 2022. Canada has sanctioned all major Russian mobile operators, including Vimpelcom, the paper noted.
The Finnish agency did not comment on potential security risks linked to the new facility but confirmed that it is assessing the implications for domestic communications infrastructure.
